हरिद्वार को छोड़ राज्य के शेष 12 जिलों में अगले माह प्रस्तावित पंचायत चुनाव के दृष्टिगत आरक्षण निर्धारण के लिए बुधवार को पंचायतीराज निदेशालय ने जिलाधिकारियों को पदों की संख्या का ब्योरा भेज दिया। अब जिलों में इन पदों पर आरक्षण का निर्धारण किया जाना है।
इन जिलों की त्रिस्तरीय पंचायतों में ग्राम प्रधान, ग्राम, क्षेत्र व जिला पंचायत सदस्य के कुल 66420 पद हैं, जिन पर सीधे चुनाव होना है। 47.32 लाख मतदाता इन प्रतिनिधियों का चुनाव करेंगे। ब्लाक प्रमुख का चुनाव निर्वाचित क्षेत्र पंचायत सदस्य और जिला पंचायत अध्यक्ष का चुनाव निर्वाचित जिला पंचायत सदस्य करते हैं।
इस बीच पंचायत चुनाव को लेकर चल रही कसरत के बीच राज्य निर्वाचन आयोग भी तैयारियों को अंतिम रूप देने में जुट गया है। पंचायतों में पदों के आरक्षण की सूचना मिलने के बाद आयोग पंचायत चुनाव की अधिसूचना जारी करेगा।
आरक्षण प्रस्तावों को अंतिम रूप आज
पंचायतों में आरक्षण की प्रक्रिया के दृष्टिगत सभी 12 जिलों में आरक्षण के प्रस्ताव तैयार किए जा रहे हैं। गुरुवार को इन्हें अंतिम रूप दिया जाएगा। 13 जून को आरक्षण प्रस्तावों का अनंतिम प्रकाशन किया जाएगा। इसके बाद दो दिन आपत्तियां प्राप्त की जाएंगी और फिर अगले दो दिन इनका निस्तारण किया जाएगा।
18 जून को आरक्षण प्रस्तावों का अंतिम प्रकाशन होगा। 19 जून को ये प्रस्ताव पंचायती राज निदेशालय को उपलब्ध कराए जाएंगे। इसी दिन निदेशालय द्वारा इन्हें शासन और राज्य निर्वाचन आयोग को उपलब्ध कराया जाएगा।
चुनी जाएंगी 33210 महिला प्रतिनिधि
उत्तराखंड में त्रिस्तरीय पंचायतों में महिलाओं के लिए 50 प्रतिशत आरक्षण निर्धारित है। इस हिसाब से जिन चार पदों के लिए सीधे चुनाव होना है, उनमें 33210 महिला प्रतिनिधि चुनी जाएंगी।
