दुर्गम इलाकों में मतदान की जमीनी हकीकत, विकास के दावों के बीच सवाल

उत्तराखंड के दूरस्थ पहाड़ी इलाकों में लोकतंत्र आज भी आसान रास्तों से नहीं, बल्कि कठिन पहाड़ी पगडंडियों से होकर गुजरता है। चमोली जिले के डुमक और कलगोठ जैसे गांवों में मतदान प्रक्रिया एक अधिकार के साथ-साथ एक लंबी और कठिन यात्रा भी बन जाती है।
इन क्षेत्रों तक पहुंचने के लिए मतदान कर्मियों और स्थानीय लोगों को कई बार 15 से 18 किलोमीटर तक पैदल पहाड़ी रास्तों, जंगलों और कठिन ढलानों को पार करना पड़ता है। इन इलाकों में सड़क और परिवहन की सुविधा अभी भी पूरी तरह विकसित नहीं हो पाई है।
सरकारी स्तर पर हर गांव तक सड़क और कनेक्टिविटी पहुंचाने के दावे किए जाते हैं, लेकिन जमीनी स्थिति कई बार अलग तस्वीर पेश करती है। दुर्गम इलाकों में मतदान केंद्रों तक पहुंचना आसान नहीं होता, जिससे चुनावी प्रक्रिया की व्यावहारिक चुनौतियाँ सामने आती हैं।
मतदान कर्मियों के लिए यह यात्रा कई बार घंटों की नहीं, बल्कि पूरे दिन की कठिन चढ़ाई और उतराई में बदल जाती है। जंगलों और पहाड़ी रास्तों से गुजरते हुए यह सफर लोकतंत्र की मजबूती के साथ-साथ उसकी चुनौतियों को भी सामने लाता है।
स्थानीय ग्रामीणों के अनुसार, इस समस्या को लेकर कई बार जिला मुख्यालय में धरना-प्रदर्शन किया गया, लेकिन अब तक कोई ठोस समाधान नहीं निकल पाया है। स्वास्थ्य सुविधाओं के अभाव में गंभीर बीमारियों की स्थिति में लोगों को आज भी डंडी-कांडी के सहारे अस्पताल पहुंचना पड़ता है।
ग्रामीणों का यह भी कहना है कि कागजों में कई किलोमीटर सड़क निर्माण दिखाया गया है और उसका भुगतान भी हो चुका है, लेकिन जमीनी स्तर पर स्थिति अलग है। इस मामले को लेकर शिकायतें अदालत तक भी पहुंची थीं, जिसके बाद शासन-प्रशासन की ओर से आदेश भी जारी हुए, लेकिन अब तक समस्या का समाधान नहीं हो सका है।
मुख्य चुनाव आयुक्त के 2022 के दौरे के दौरान भी चमोली जिले के इन दूरस्थ मतदान केंद्रों की स्थिति सामने आई थी, जब उन्हें लगभग 18 किलोमीटर पैदल यात्रा कर इन क्षेत्रों तक पहुंचना पड़ा था। इस दौरान दुर्गम भौगोलिक परिस्थितियों में चुनावी तैयारियों का जायजा लिया गया।
इन क्षेत्रों में सीमित मतदाताओं के बावजूद चुनावी व्यवस्था को पूरी गंभीरता से लागू किया जाता है, लेकिन भौगोलिक कठिनाइयाँ आज भी सबसे बड़ी चुनौती बनी हुई हैं। बारिश, भूस्खलन और टूटी पगडंडियाँ कई बार इस प्रक्रिया को और कठिन बना देती हैं।
